The uniqueness of the car apparently sparked the memory of one of the officers, said Waco police Sgt. Patrick Swanton.
“One of the officers remembered that same vehicle description involved in another incident of the same type that occurred earlier in the year,” said Swanton.
Dove was given a Class C ticket for indecent exposure for a similar incident in late January after a man driving a car with the same vehicle description exposed himself to a young woman working the drive thru window at the Dairy Queen in the 1400 block of North New Road, Swanton said.
In the May incident, the manager of Chick fil A was able to obtain the license plate number, and later surveillance video.
After checking the plate, officers made contact with suspect who admitted to being at the Chick fil A and having a white bag in his lap, but denied exposing himself, the affidavit states.
“They went back out to the house and determined it was him again, made a report, and detectives were able to get a warrant for indecent exposure,” said Swanton.
A warrant was issued for Dove’s arrest on Tuesday after the victim was able pick Dove out of a lineup, according to the affidavit.
“The victim also reported that the suspect had done this at the Chic fil A on multiple occasions,” the affidavit says.
Swanton said this was a good example of citizens and police working together.
“We’re fortunate that one of the officers had realized this guy had done this before and apparently didn’t learn his lesson the first time,” said Swanton.
“That’s good police work, being able to remember things that occurred that far back, recognizing he did this again.”
“It just goes to show when the community and police work together, we can put these kind of offenders in jail, and obviously this guy needed to go to jail because his behavior is absolutely inappropriate,” he said.
Records show Dove graduated from Baylor Law School in 1977 and is a former partner of a prestigious Waco law firm.
Although he’s retired, according to the State Bar of Texas, Dove is still licensed to practice law.
Officials confirmed, Dove was on the original Board of Directors of the Baylor Bear Foundation, which assists in volunteer fundraising for the athletic department.
