(CNN) When Dylann Storm Roof turned 21 in April, his father bought him a .45 caliber gun, a senior law enforcement source briefed on the investigation said Thursday.

It not known whether that handgun was used when Roof allegedly opened fire Wednesday night at a prayer meeting at Emanuel African Methodist Episcopal Church in Charleston, South Carolina, killing nine people.

Workers at two stores told mall security that Roof was acting strangely, asking of the ordinary questions such as the number of sales associates and what time they left the mall, the police report said.

When a police confronted him, Roof speaking very nervously and stated that his parents were pressuring him to get a job, according to the police report. Roof told the officer that he had not picked up any employment applications.

Roof initially said he was not carrying anything illegal. But after he agreed to be searched, the officer found small unlabeled white bottle containing multiple orange square strips in his jacket, the police report said.

Roof told the officer the bottle contained Listerine breath strips.

When the officer asked again, Roof said the strips were suboxone, which is used to treat opiate addiction, according to the police report. Roof said he got the strips from a friend.

Though Roof was arrested on a drug possession charge that day in late February, it unclear why the March 1 arrest warrant was issued.

On April 26, police were again called to Columbiana Centre because of Roof, who had been banned from the mall for a year after his drug arrest, a police report said. The mall ban was extended to three years.

Roof was arrested that day in late April on a charge of trespassing; his car was turned over to his mother. The disposition of that case is also unclear.

John Mullins, who attended White Knoll High School with Roof, told CNN on Thursday that the suspect was of wild but not violent.

Roof was armed when he was arrested Thursday in Shelby, North Carolina about a 3 hour drive north northwest of Emanuel AME Church, according to a law enforcement official briefed on the investigation. It not clear if it the same firearm used in the shootings.

Police had earlier said that Roof, of Lexington, South Carolina, might have been driving a black Hyundai with vehicle tag LGF330. He was arrested after a traffic stop prompted by a tip from a citizen, police said.

Charleston Police Chief Gregory Mullen told a news conference that officers obtained surveillance videos of the suspect in this case and a suspect vehicle. said the suspect was a white male between 21 and 25 years of age, 5 foot 9 in height and a very distinctive sweatshirt that has markings. emphasized the suspect is very dangerous individual. spared by shooter to give account?

A female survivor told family members that the gunman told her he was letting her live to tell everyone else what happened, Dot Scott, president of the local branch of the NAACP, told CNN.

RED DEER The slogan is, not our first rodeo. it Red Deer first Canadian Finals rodeo and the combination of the Red Deer Chamber of Commerce and Westerner Park has resulted in CFR 45 through CFR 54 being signed here with much fanfare Tuesday evening.

Hundreds of citizens and rodeo people from around the province gathered between the boards of the Enmax Centrium, home of the Red Deer Rebels, for the announcement of the 10 year deal to deliver the event that was born and raised in Edmonton.

A partnership of Westerner Park and the Red Deer District Chamber of Commerce made it happen and the event was less a press conference than a production.

A surprise, maybe even a shock, to some might be the fact that despite about half the seats in the rodeo configuration in the Centurium compared to the Northlands Coliseum, cowboys head negotiator Jeff Robson was able to put together a 10 year deal featuring $1.65 million a year in prize money.

The final go round of the CFR in Edmonton featured $1.5 million in prize money. That worked out to $201,250 in each of the major events, saddle bronc, bareback, bull riding, calf roping, steer wrestling and ladies barrel racing.

How much of a challenge was it to get the money to that level?

Two years ago then rodeo cowboy rep Dan Eddy lost one of the biggest games of chicken ever played in these parts where Calgary twice tried to rustle the CFR from Edmonton in its prime.

The original deal Eddy turned down on the third bump involved getting a TV network deal to help make a dramatic difference with sponsorship and value.

Nothing resembling the OEG final offer that Eddy and the original group rejected was ever returned to the table by OEG because they believed the value of the property dropped dramatically in the interim.

The 44th edition of CFR had an announced attendance of 90,268 but included enough discounted $10 tickets that they were listed as a factor in OEG decision not to bid for the event.

So Red Deer it is. And there wasn much point in looking back here Tuesday.

Vaisala’s National Lightning Detection Network (NLDN) is based here in Tucson. Besides the time and location of the flash, the NLDN also measures the signal strength in kiloAmps. The typical strength of a cloud to ground flash is around 20,000 Amps; some are weaker and some are much stronger. Needless to say, there are no weak lighting flashes, and every one is capable of causing damage or injury.

I studied thunderstorms as a meteorologist with NOAA (National Oceanic and Atmospheric Administration) for many years in Florida, Colorado, Oklahoma, the Caribbean, and west Africa. During the late 1970s, this new instrument came along called a lightning detection network that was developed at the University of Arizona. I started looking at the data as the networks spread and matured, and found it to be a logical and interesting extension of my meteorological studies.

Almost all of the lightning in Arizona is between late June and the middle of September during the monsoon season. Arizona averages about two thirds of a million cloud to ground flashes a year. Pima County has between 40,000 and 80,000 cloud to ground flashes a year. Yesterday, we had a good storm in terms of lightning, when there were 3902 cloud to ground strokes in southern Arizona between noon and midnight (I think yesterday’s map will be posted with this comment). Remember that a cloud to ground flash has one or more return strokes, so these 3902 strokes were probably contained in about 1000 flashes.

That has been considered a number of times. There are three problems to overcome. First, lightning usually does not strike a single location very often. A really tall tower or building only has a few dozen direct strikes a year. Second, the strokes within a flash only last a portion of a tenth of second. Third, it would be necessary to store the energy so the surge from the short but intense lightning strike doesn’t enter the power grid. Such a battery or storage device would probably be very expensive and not cost effective. So, such infrequent and short but intense events are hard to make into a practical solution.

The most likely problem is that lightning will strike a power pole or some part of the electrical grid near your home, and enter your house. When it does, anything can be damaged by the power surge. It might be good to have a surge suppressor placed between your house’s incoming power to the satellite dish system and the dish. The same can be said about any other electronics in your house, such as sound systems, TVs, and computers. I have been told that a surge suppressor needs to cost around $75 to provide much protection from a close strike. As far as being a lightning rod, lightning tends (not always) to strike things that are tall, isolated, and/or pointed, so it doesn’t go out of its way to find a dish mounted on the side of a house. The most likely issue is that a power surge from a strike to the house or something nearby would end up damaging the equipment.

Instead, this is likely a situation where lightning hit nearby, and ground current reached the runner. The effect of a lightning ground strike decreases with distance across the ground. The distance from a strike to ground that does not cause injury is not known, but it’s probably on the order of tens or hundreds of yards. If it struck at 10 or 100 yards away, for example, then a slight jolt could be felt but it was not strong enough to be damaging. The person should feel extremely fortunate that the flash did not randomly strike much closer, when the outcome could have been much worse. This same idea of the decreasing danger with distance is part of the reason why about 90% of people who are affected by lightning are not killed they are too far away form the actual location of the strike.

The distance of 7 miles is reasonable, based on a large amount of studies that have been made. For example, the next flash in a thunderstorm is more than 6 miles away 20% of the time, which is frequent enough to take action. In this case, going to the car and waiting until the storm finishes is a simple and effective solution, then the pool can open again when the lightning threat is gone.

A short answer is that electrification begins in the cloud at 15,000 to 25,000 feet above the ground here in Arizona. There needs to be a mixture of small hail, supercooled water droplets, and an updraft. This mixture initiates the flash, which comes toward ground. Under this electrified cloud, tall and pointed objects on the ground send up leaders to reach toward the channel coming to ground. When the connection is made, charge is lowered to ground,

Crews were also sent out to Wigton at 12.40pm to reports of flooding in West Street. Traffic management has been put in place while they use a main pump and hose to drain the water.

Since 8:20am this morning the county’s fire and rescue service has dealt with more than 30 flood related incidents.

“Since midday the number of incidents has increased and CFRS have deployed several fire appliances to deal with flooding and in a few cases they have rescued people from cars trapped in floodwater.

“At this time CFRS are still dealing with five flood related incidents.

“This morning the majority of flood related incidents were located in the south of Cumbria. There is still one ongoing incident in Ambleside area.

“However, the other ongoing flood related incidents are now located in the west of Cumbria, namely Aspatria, Keswick and Egremont.”

The Environment Agency has issued 14 flood alerts and four warnings, the second highest level, for Cumbria.

Between 50 and 70mm of rain is forecast for today. A yellow wind and rain warning has been issued by the Met Office.

Speaking this evening, Superintendent Matt Kennerley of Cumbria Police told the News Star they’d received about 60 calls about weather and flood related incidents.

“We’ve seen an increase in calls to the command room,” he said.

“We had a number of cars stuck in flood water and people were reporting rivers bursting their banks.

“It has caused a number of minor RTCs with people skidding and taking longer to brake.

“We have added extra patrols tonight across the county and we are keeping up to date on what’s going on.”

Supt Kennerley also urged people to stay safe.

“We are asking the public to pay really close attention to the roads they want to travel on,” he added.

“Allow a little bit more time and just keep it slow. Please don’t drive through flood water as that can put you and responders in danger.”

A Cumbria Police spokesman said: “Roads across the county are being effected by the ongoing rainfall.

“Police would also like to reiterate their advice to motorists to drive to the conditions following continued rainfall across the county.

“Drivers are asked to take care, slow down and not attempt to drive through flooded roads.”

A car has also also been pictured getting stuck in flood water in Seaton.

People parked on the car park near to the Recreation Ground on Whitehaven’s Coach Road have been rushing to move their cars, which have been swamped with water.

A major road into and out of Workington was one of the early victims as heavy rainfall batters the county.

Water was washing across the A596 at Castle Gardens, with vehicles being forced to approach carefully and some veering onto the other side of the road to avoid driving through it.

(June 18, 2015) Dylan Storm Roof, the 21 year old man who police say walked into a South Carolina church and fatally shot nine people as they attended Bible study class, was arrested in Shelby, North Carolina on Thursday.

According to WLTX, Roof was arrested in Shelby on Thursday. Multiple sources are also reporting Roofhas been arrested.

According to investigators, a concernedcitizen called police about a suspicious vehicle. Charleston police Chief Greg Mullen said Roof was “cooperative” with the officer who stopped him. He didn’t elaborate on whether Roof said anything to police although he did say Roof was armed when he was arrested. It was unclear if the firearm was the same one from the church shooting. A source with knowledge of the case told CNN Roof’s father had recently bought him a handgun for his 21st birthday.

According to reports, Roof is currently out on bond in connection with multiple recent arrests on drug and trespassing charges.

Earlier Thursday morning, police released a flyer with details of the attack on the church. The flyer showed a man in his 20s and a dark colored vehicle seen in the area of the church:

“The following subject is wanted for the shooting that occured in Charleston at the Emanuel AME Church. Subject is Dylann Storm Roof w/m 4/3/1994 5’9″ 120 lbs. The subject should be driving a 2000 Hyundai Elantra GS, SC registration LGF330. The vehicle is dark colored. Subject should be considered armed and dangerous and caution should be used if seen. ”

A law enforcement official says witnesses told them the gunman stood up and said he was there “to shoot black people.”

Police were searching for information about Roof. A picture of him on social media showed him wearing a jacket with what appear to be the flags of apartheid era South Africa and nearby Rhodesia, a former British colony that was ruled by a white minority until it became independent in 1980 and changed its name to Zimbabwe.

Six females and three males were killed, Mullen said. Three people survived, including a woman who received a chilling message from the shooter.

“Her life was spared, and (she was) told, ‘I’m not going to kill you, I’m going to spare you, so you can tell them what happened,’ ” Charleston NAACP President Dot Scott told CNN. Scott said she heard this from the victims’ family members.

“The only reason someone would walk into a church and shoot people that were praying is hate,” Charleston Mayor Joe Riley said.

Among the victims was the church’s politically active pastor, the Rev. Clementa Pinckney, his cousin, South Carolina state Sen. Kent Williams, told CNN.

Pinckney was also a state senator and one of the black community’s spokesmen after the slaying of an unarmed man by a North Charleston police officer this year.

There were 13 people inside the church when the shooting happened the shooter, the nine people who were killed and three survivors, South Carolina state Sen. Larry Grooms, who was briefed by law enforcement, told CNN. Two of the survivors were not harmed, he said.

It was not clear if the man targeted any individual.

“We don’t know if anybody was targeted other than the church itself,” Mullen said.

Emanuel African Methodist Episcopal Church has been a presence in Charleston since 1816, when African American members of Charleston’s Methodist Episcopal Church formed their own congregation after a dispute over burial grounds.

It was burned to the ground at one point, but rebuilt. Throughout its history, it overcame obstacle after obstacle destroyed by an earthquake, banned by the state. But its church members persevered, making it the largest African American church in terms of seating space in Charleston today.

Mullen said video cameras at the church showed a suspect is in his early 20s, standing 5 feet, 9 inches tall. Police said he may be driving a black Hyundai with vehicle tag LGF330.

Police described the gunman as clean shaven with a slender build and sandy blond hair. He was wearing a gray sweatshirt, bluejeans and Timberland boots.

On Thursday morning, police handed out images of the man and his car taken from surveillance footage and asked for the public’s help in identifying him.

“People in prayer Wednesday evening. A ritual, a coming together, praying, worshiping God. An awful person to come in and shoot them is inexplicable,” Mayor Riley said.

The killing put the nation’s spotlight once again on the Charleston region. Several months ago, Walter Scott, an unarmed black man, was fatally shot in the back by a North Charleston police officer, a killing that was captured on video.

The witness said the victim lost consciousness and that the shooter, who she described as a black male wearing gold chains,

In the moments after the shooting, she rushed to alert some of her family members who work at the mall.
